Dogs can smell fear and running right by them triggers an attack response that some dogs might not be able to control. It's best not to go flying by a strange dog, at least within biting distance of a strange dog. It's just common sense.
I saw two pits off leash on the other side of the street when I was out for a run. They were with their owner. As I approached, they saw me and began trotting across the street. Having been around dogs for 40+ years, I knew exactly what to do. I stopped running as the dogs approached and waited for the owner to come get them. I did not want to have the dogs follow me and either get lost or hurt if they ended up in traffic at a busy intersection a block away. Within a half second of the dogs coming up to me, it was bark bark, bite bite. I was just standing there, facing the dogs quietly.
Dogs should never be off leash anywhere except for enclosed dog parks and fenced private property. I have a 4 inch scare on my back and a $2,800.00 bill from the urgent care clinic for cleaning and closing up my wounds from two dog bites.
And dogs who are on a leash need to be properly socialized and able to be out in the public without being aggressive to other people and pets. I have people in my neighborhood who rescue dogs. They go around lecturing people about how to approach dogs on a leash because they go around the neighborhood trying to train these awful semi-feral ghetto dogs to become sweet lap dogs. One of them bit a woman on the leg as she whipped by them at a blazing 11 min pace. This dog exhibited sever food aggression and may have been on the street since it was a puppy.
I love dogs as much as anyone. I have had over a dozen dogs since I was a little kid. I had a sheppie mix that had aggression issues at the dog park. After that, she only went out in public with a muzzle on a leash. People come first. Pets a very distant second.
