It has been suggested many times. They don't do it for logistical reasons, whether or not we agree with it.
I can see the point, if you combine it with a majors, there would be random Kenyans and ethiopians in the race, and that ruins the head to head nature of the trials.
Otherwise you have to have the trials start first, but then your non Americans are all running through the stragglers from the back of the trials pack.
Or you leave a huge gap, but then you end up with extra long road closures and weird start times.
It seems doable, but it does make things more messy.
If you start it separately then it won't be valued the same way as the main race. If you start it with the rest of the race, then you've got all the foreign pros wrecking them like the poster above me points out.
