It takes commitment or natural talent to run sub. 16 for 5km, although there are many low mileage guys (30 mpw) who can run around 15.20-15.30 ...but still the depth at that mid range level is indeed impressive.
Do not wish to be negative, but I think the course is probably short.
If you tabulate all the pb's achieved in the race, that would indicate a short course.
Ghost in China
Clubs in England in the 70s and 80s had fierce standards. I ran for club that was a Southern League Div 1 club (so below all the National League clubs) and also had a B team. I recall one day where the A and B teams had a home fixture, and with two per event we fielded four sub 15:00 minute guys. That was with other runners who might have run that sort of time going in the 800m, 1500m and 3000 s/c.
I ran around 14:30 for 3 miles and xx yards on a short leg of the Southern 12 stage Road Relay (alternated long and short legs) and was one of the slowest runners on the team that finished about tenth (we just scraped into the National Road Relay). I remember that particular year Dave Moorcroft and Eamon Martin (one time fastest ever 10000m debut, and London Marathon winner) were among those running for their clubs. At other Southerns both Coe and Ovett ran multiple years (I ran 'against' Coe one year, or a last we were close together for a few yards after leaving the change-over box).
As a low 15 min 5k/32 min 10k guy I would need a good run to make the top 40 in the local x-country league. I knew a guy that ran for TIpton, that was a 24:30 5 miler (that's 15:12 5k pace for 5 miles) and took triathlon as he couldn't get in the 'A' team of 12.
This was at time when only a handful of distance runners were full-time and even most internationals had day jobs, so quite the standard for 'hobby joggers.'
It was a big relief when I came to the U.S. in my mid/late 30s and discovered that there were local 5ks won outside 16:00 min nearly every weekend, as most of the best runners seemed to stop after college!
