Whenever I go down to faster than 5k pace, my legs feel like they over stride and can’t lift up because they are trying to hold the pace. Will this get better as the training gets more specific? I’m only in base phase right now

Duh.
just slow down a bit
Depending on I think it will get better with time. Also your phase should be around 3-6 weeks before you can start doing any speed workouts.
I would suggest you do some striding/speed after your long runs/easy runs. something like 4x100 at 3k pace.
also try doing 3mins 3mins off tmes 5-8 to simulate 3-5k paces.
Meant 3 mins hard/3 mins easy!
I find that when I increase my pace I can only run at that pace for a shorter time than if I was going at a slower pace. The higher my pace is, the less time I'm able to hold that pace. Eventually there are paces which I can't reach.
