There are a number of universities in the mid-west that have steam tunnels under the sidewalks to help keep them clear of snow and ice in the worst of the winter months. Miami U (Oxford, Ohio) and Indiana (Bloomington, IN) come to mind.
Holland has a lot of old people so I'm guessing this is a safety thing that runners are taking advantage of
I own a house in a part of North America that gets a lot of snow. We have an underground parking area with a ramp driveway. It's heated in the winter, so we don't have to shovel snow off it. It's glorious! Neighbourhood dogs seem to like it too, when they discover it. :-)
Holland is a decent enough place. Friendly people. Lots of thrift stores.
The population there is nearly 40% Hispanic. Lots of 2nd/3rd generation Hispanics. Mostly they came decades ago to pick fruit, I guess.
