Also one of the poorest states. Not many kids are in an environment where they can train like an elite runner. Can't eat the best or get the best coaches either since the money isn't as good as a state with better funding

Which is why no third world countries dominate middle and long distance running.
Their "poor" people foods are healthier than our rich people's foods. They subsist on food that is naturally inexpensive and healthy at the same time in their countries.
And the best runners train in camps that are sponsored by major shoe companies and coaches with big financial backing.
Hence, even though the countries as a whole are third world, the accomodations for the runners are conducive to optimal training and performance.

That said, it's amazing nobody from here, or from a 'rez, or from sh*thole inland US has never given this a shot. You'd think there's be ONE guy with talent who had a shred of spark, started running, ran a 28 high at some crap road race, and was off to the races.
But NOOOOOOOO.
Life isn't the movies. Not when there's Blue States to leech off of, because can't get the same job daddie had in the mines.

The biggest H.S in wv are only triple A schools and there aren't a ton of them. Also kids are not encouraged to train as much. For a majority of H.S runners they just want to have fun and don't really care about competition that much. The top few schools are more Competitive and have good programs but most dont.

Finally, a real answer.
I'll add that the school systems are poorly funded & may cover a large area (meaning student-athletes may live far from school). Transportation becomes an issue picking-up kids after practice. (I do believe some schools may be on a four-school day work week as well. )
Lower income & poverty play into this as well. Simply think about the increase in calories needed to run. How about running shoes needed every 300-500 miles?
There have been a lot of terrible answers (under the guise of humor). The reality of your zip code or even your state dictating your opportunities in life is not a joking matter. I don't think it's merely a coincident that the number one program in the country (Loudoun Valley) is in one of the richest counties in the country!

BS, you can get at least a thousand miles out of most shoes. The 300-600 mile figure is BS the shoe companies made up to sale more shoes.

Almost no one has addressed OP's implicit claim, that running hills makes you a better runner. We had a coach in our club who said that running hills made you better at running hills. It's not like it's resistance training that will automatically translate to faster times on the flats. A runner from Kansas may have the biomechanics that naturally make him a better hill runner than someone from WV.
I suspect it's because hills are not actually "speedwork in disguise," but i think you should visit it for yourself and find the true answer.
