You’re talking about the process of declaring candidacy. OP’s claim is that she’s skipped right over candidacy and announced her presidency.
It doesn’t work this way. You have to actually run and campaign and get elected before you become president. Hillary provides ample evidence that simply declaring yourself to be president and expecting it to happen isn’t a good strategy.

Umm, despite what old white dudes think/say, AOC IS a rising star in the party. She is a leader. i.e. someone who has followers. She has bold progressive ideas and wants to tackle inequity in the US. She's gradually developing her voter support base, being part native Indian (according to her) she's working that vote, which also appeals to loony left SJW's, with the beer she's after the much larger Hispanic–Latino vote.
