Better question is why is he mucking around in the NCAA if he can get into DL meets? Go make some money (may not be much on the track, but plenty on the roads!) and go to college later.
By the time he's done with college, he may be past his peak/injured and the opportunity lost. Don't waste it all on that relic of amateurism.

If already pro or graduated, no big deal wearing college uniform in diamond league or other late-summer professional meets.
If in college (and hoping to retain your collegiate eligibility), the ONLY meets where you can represent your university are regular season college meets, conference and ncaa national championships AND governing body championships (usatf, for example) or other meets that directly qualify an athlete for an olympics or world championships.
Maybe the diamond league could have been a world championship qualifying effort for Lawi? If he had run x, maybe Kenya would have selected him.
What I question more is all the kids wearing uniforms at the Portland meet the day after the ncaa championships.
Can they run in uniform in an out of season meet (diamond league/ Portland Meet) if they are attempting to run a USA Trials Standard or a World Championship/ Olympic Standard?
