The dogs need to be put down immediately, and the owners arrested for negligence and attempted murder.
This happens all over the country yet the spineless idiots who run the cities continue getting bullied by these wild animal lovers into not banning them.
They will most likely be put down and the owner charged. There needs to be an extra tax or liability that comes with owning a pit bull. It's worse than owning a full-auto assault weapon.

I know you didn't bother to read the journal article linked to in the report, but the increase incidence related to climate change is referring to arthropods, such as ticks, which I would assume is in part to, on average, warmer winters leading to smaller die-offs. That doesn't state anything about dog bites. The text where climate change is referred to:
"However, injuries associated with venomous and non-venomous arthropods are considerably more frequent accounting for two-thirds of animal-related injuries in some series.5 6 Concerningly, these arthropod encounters are likely to increase based on habitat availability and climate change,23–27 and consequently may be more likely to result in a greater economic and healthcare burden than other more dramatic, but less common, animal encounters in the future. Given that venomous and non-venomous arthropod injuries occurred more frequently among persons in the lower income quartile, increases in arthropod-related injury may disproportionately affect persons more influenced by cost of healthcare and lost wages."
