Ability? Some are not capable of breaking 5
A 5 minute mile requires lots of stamina.
A 4 minute mile requires world class stamina plus world class speed. Aka worlds more talent.
I don’t believe every or even most young males could be trained to go sub 5 but guaranteed that there would probably be at least one guy who lives on your street with the genetic capability to do it. Whereas I would be surprised if there was one guy within a 10 mile radius with the genes to go sub 4. In the grand scheme of things, if all males were trained to their genetic potential for the mile most would peak at around 5:15-5:40. Add a 0:45-1:00 for females
If it's near the limit of the respective athletes the same amount of fitness is required.
I don’t think a 5min mile is that hard, as a freshman in HS without running XC I ran 4:58 my first mile race. My stamina is definitely my weakness as puberty hit and turned me into a 400/800 guy by my senior year. 4min mile is touching legendary status, I’m guessing they would need 4:30 potential after a year or so if they’re close to 3:59
Consider that out of all runners in history, only 1,526 have broken 4:00 (as of September 5th, 2018). It's an incredibly rare feat.

It's pretty hard to quantify fitness like you ask, but if I had to I'd say the biggest difference between running a sub-5 and a sub-4 is roughly a minute
just base off of VDOT(I know not perfect, but just for tool I'll use)

4 minute mile= 76.5
5 minute mile =59.5
