Great place to trail run pretty much all year. There will most likely be at least some snow, but the trails are still mostly runnable and the paved trails north of town are plowed. It's also the cheap time of year to be in Moab, hotel prices are around 1/3 of the summer prices per night.
Usually some snow in January. Hit or miss on how runnable trails will be (depends on the year), February tends to be a better bet. Pavement is no problem.
