I ran one (and only) half marathon (Lake County, Illinois) this at age 23 back in 1989. Is this considered fair, average, good, or great?
Could I have made Olympic Trials Marathon with proper training?

It's pretty good. Shows a fair level of talent and commitment.
However, it's a far cry from Olympic Trials Marathon potential. If would have run about 1:06-1:07:30 in that half marathon then perhaps you could have qualified for the Trials with some serious dedication. But 1:15 is too far off.
I’m 19, I ran 1.13.07 October just gone. The Africans at my age are running sub 66!
Its good enough to win your age group in most low key races. Maybe even win some small races. Not good enough to place in the top 100 at the biggest half marathons in the us and probably not in the top 5000 on a descending order list (guessing here).
How hard were you training?
Dick Beardlsey could barely break 3 in his first Marathon so few would have guessed he was OT material.
I was running/walking each day for 90 minutes. Moderate daily running for about 4 years at that point.
I ran bandit and got 4th in the half marathon.
Add 1.5 to 2 minutes to any Lake County half time due to the aided course.
So a 1:17 is sub 6 pace. Nowadays it’d be impressive given the state of running. Back in the 80’s, nothing special. Sorry but the truth.
I ran 1:12, also in Illinois back in the 80’s and I was never considered a threat to win any race.
