For a race, those conditions aren't so bad. Give it a try. I ran at almost the exact same temperature and wind speed in February this year, and with appropriate clothing it was fine.
Nope. Windchill forecast is -5F. Just going to dress warm. It's only a 5K.
I'm just hoping they keep the pre-race announcements short. At this race, they normally have several speakers talking about the charity they're raising money for, a benediction, announcements, and some kid singing the national anthem. It would be great it they could skip all that and just say "ready, set, go!". Not going to happen, though.
I say bundle up and jog it comfortably like most people in the race. No need to put on the flats and race it in a singlet.
