Also, after how many years of consistent training would you be able to have a good idea of your potential? I certainly know I'm not going to be a hotshot but I'm still curious.

Out of diapers is the correct answer. Sprinting is like ballet/point. The girls start ballet/point at age three or sooner if the girls are well toilet trained. Same for sprinting.
