30-35 is when I move from shorts to pants depending on wind and how I feel that day. 50 or so is when I switch from short sleeves to long sleeves.
The correct answer is never.
40* is my cutoff, personally. In the spring (when everything feels warmer), I may go half-tights at 35.
Sun and wind play a big role too. 40 and sunny feels way different than 40 in a cold wind on a damp gray day.
If it's sunny and not windy, I'm in shorts down to about forty, half tights if it's in the thirties, tights if it's below thirty.
If it's cloudy, dark, or windy, half tights come out in the mid forties, and full tights if mid thirties or colder.
30s is when I will probably consider putting on pants, especially if it is windy.

Be your own person. Stop wearing shorts when it becomes uncomfortable for you.
Why do you need the approval of others?
No one gives a crap if you are wearing shorts or pants.
short shorts are efficient and a e s t h e t i c
but I suspect it's useful to wear something that keeps your knees warm, if climate requires

Tights - upper 20's to negative single digits
Half tights under tights - negative single digits to -20
Long underwear under tights -20 and below
Do you really mean short shorts? Because the ones I wear look like underwear length. They’re shorter than boxers but longer than underwear. Am I a perv wearing them? ?

We switch to tapered pants Oct 15th in BC .
30 F is my cutoff if it's dry and not too windy. I just hate the feeling of running with stuff on my legs, and I'd rather be a little cold than wear pants.

In my 30’s I would wear shorts all Fall gradually adjusting to the cooler temperatures. In southern Wisconsin the November temps average in 50’s at the start of the month and hit the upper 30’s by the end. I would keep wearing shorts into December as it got cooler. It then would become a mental challenge to see how low I could go. The low 20’s was not unreasonable. There were some days that needed extra long and hot showers to revive certain body parts.
My lowest temperature in shorts was set by accident on on six mile run. It was in the low 20’s to start, but the temperature dropped as the run went on. When I got home the thermometer showed 15 F and my legs and other lower extremities were literally icy. After that year I pretty much adopted a similar guideline as the poster above.
For males, anything below 120 degrees fahrenheit is too cold for short shorts.
For females, the question is impossible to answer without pics.
