Hall's best was his 2:09:02 in the 2007 trials and the 2:06:17 in London for 4:15:19.
If you count Boston 2011 then he has a 2:04:58 and 2:08:04 for a combined 4:13:02.
Rupp's combo is a pretty impressive 2:06:07 and 2:06:21 for a combined 4:12:29.
To be fair though, Hall in 2008 had Beijing as his fall marathon, and I'm sure he was in shape to run another 206 or even better in a paced big time fall race like Berlin, so coupled with his Spring 2:06:17 he could have been in same neighborhood as Rupp.
Rupp is a one off. US runners are awful Marathoners. Best chance for US, middle-distance, sprints, throws and jumps.

Take Rupp off the list then look at the rest of US Marathoners, 2018. I am looking at IAAF. I took away restrictions for courses so Boston results are included. Including Rupp, only twenty-five US guys under 2:20 Marathon. What did the top twenty-five look like in 1968? I am guessing in 1968 about twenty-five US guys under 2:20 also. Minus Rupp, other US Marathoners, 2018 range from 2:12:xx to 2:19:xx. Ugh!

I thought he was suggesting that Rupp's marathon performances are a 'one off' for American distance running. In that Rupp is the only marathoner who is running well for the US.
