I time races on the weekend and I can tell you that 100% of the time the reason a race doesn't start as scheduled is because too many people are coming to participate in the race vs. compete in it. A competitor will be onsite at least 60 minutes before the start to get their number, warm up, etc. A participant thinks it is okay to show up at 7:55 for an 8:00 start. When a race has 100 people registered and a large portion of them show up a few minutes before the race starts, particularly if they are still signing up ($$$) to run, the race director doesn't want to start the race until those folks get their bibs and pay...which is understandable. Unless the race is a bigger, more competitive affair with no race day signups or bib pickups, you are going to continue to have this problem.
