Do they look at times or State place? Does anyone know the general cut-off? I know this probably varies quite a bit year-to-year and state-from-state.
Girls sub 18:30, 19:00 for 5K? Top 10-15 at state??
Any info would be appreciated.

sub-17:00 definitely gets you in
sub-18:00 might
Roughly top 40-50 in region, judged using times and places from major invitationals or state meet
Is there any requirements for teams? We're thinking about taking our top 5 guys down there (PRs 16:34, 16:49, 16:53, 17:16, 17:18)

It depends on what region you are in, but last year my team was in the championship race at NXR and we finished almost at the very bottom of the race. Our PRs were 15:35, 16:24, 16:42, 16:55, 17:23 for our top 5. I think you just enter in the race and then they'll look at your times and decide wether or not to let you into the championship race. Looking at your times I'd guess it'd be pretty close wether or not your team would get in.
Most regions used merged state meet results to determine if you are a worthy candidate for Championship Race. Not really positive on individuals.
My team is going for NXR South this year, and our PRs are 15:32,15:42,15:48,15:52,15:59 and we are projected to be around the top 4. Just iffy if we can all perform.
Yeah, I'm in the South region also. As an individual I should qualify for NXR easy, but I don't think NXN is happening unfortunately... XD
Is this thread a joke? Are people being serious? Is there some other NXN that I don't know about?
Nike Nationals?
Top 5 not on the teams that advance from each region.
Obviously, NY and Calf are the toughest because they are one state regions.

^^^Someone didn't read the question very carefully.
The OP asked about the NXR championship race not the NXN championship race. Each regional has to limit the number of teams and individuals that can compete in the championship race at that regional. There is a committee that makes the decision as to which race you get to run at the regional. I believe that you can request to be in the championship or the open races but the committee ultimately makes the decision as to which race you get to run in.
