Runner B wouldn't exist. If he can run 1:59 he will be much more faster than 4:18.
A 4:18 1500 (probably ~4:35 for the 1600) would seem to match well with a 1:59 800 no?

That would mean he is slowing down by 18 seconds per half mile. Unless he has 50 second 400 speed, 10 seconds or less would be the expected decrease in pace.

No. You should probably be around 4:20-4:28 for 1600 if you run 1:59.
I ran 1:59 and was faster than 4:18 (for the mile) in HS.

You would think their 1500 times would be faster based on their 800 times.

Should be but doesn't mean he will be.
I ran 2:01 and never broke 4:17.

I had a h.s. T&F and XC teammate with a 2:01.xx 800m PB but he could not break 18 for 5K XC. I doubt he ever ran more than 40 miles per week, so not exactly runner B.
