Look at what you may have done that caused your massive improvement and replicate it (I'm guessing higher mileage and simple growing). No reason not to aim for sub-4.

yeah, i guess it was a lot of growing and more tempos more often. I got scared of injury but I followed in the footsteps of the other 4:20 guy on the team, a senior, who was doing these workouts and I didn't get injured. so yeah, more tempos, more heart. more mileage. if i could grow too that would be handy.
Reach for the stars. Realistically you'll probably be around 4:05 as a senior, and might break it in college, but devoting yourself to it will only better you.

Are you on 4x400m relay? Do you race 3200m? In many states, 3200m is immediately prior to 4x400m relay. Often kids race one or the other. How fast are your 400m and 800m performances?
You have the talent, just be patient with it and don't squander it.

4:19 is a great time for a Sophomore but far from unprecedented. I'm too lazy to look it up, but there have been about 10 HS milers to break 4:00 and your chances of joining the club are less than 1%. However, whether your goal is realistic or not, won't effect your future performance.

since you're asking:
not trying to discourage you, but if i'm a betting man, i'd say no. the odds are against you. there have been faster sophomores who didn't manage a sub-4 their senior years. at age 16 i ran 4:15 as a senior in h.s. (so probably pretty close to your age as a sophomore), and it took me 7 more years before i broke 4.
that said, maybe one of the 9 (or 10?) dudes who broke 4 in h.s. only ran 4:19 as sophomores, so what the hell do i, or anyone else on this thread, know? nothing wrong with aiming high...

Aim to keep training as you have been, and win races. This will allow you to get into faster races. Let the race times happen.

Align yourself with a suitably experienced coach who has your own best interests at heart, but who is pragmatic in laying out a training regimen and also honest about your potential at any point. If your focus is short-term, then maybe you want to aim for the sub-4 brass ring with an intensity that may not be suited to post-high school success. If you have the means, I'd even suggest hiring a coach like the one and only Tinman (Tom Schwartz), Drew Hunter's guru, who was instrumental in helping Drew break 4 without breaking down physically or mentally.
