It seems college coaches spend a lot of their scholarship $ (especially for distance runners) on foreign athletes. It does make NCAA competitions stronger but I think we lose development of US athletes as part of that bargain. In last years recruiting cycle one coach told me & my son that he needed to run ~ 4:04 in the 1600 to get any real money. Not many high school athletes run this fast and most of those who do pick the marquee distance programs. This leaves foreign athletes as a the quick fix for the 2nd & 3rd tier programs. My idea would be to dock the program an equal # of scholarships for what ever they give out to foreign athletes. If you give a full ride, you lose a full scholarship. Alabama has 5 Kenyans on their squad, but I don't see how that does much to help US athlete development. If docking a scholarship is too harsh, you could just limit the # of foreign nationals allowed on each team. Now this could have unintended consequences like coaches just recruiting more sprinters, but I think it's something to consider.
