Yes. You're in an endurance sport, and weekly mileage is one of the biggest determinants of endurance. 25 mpw is on the low-average side for a first-year HS runner, so if you're in your first year and everything's going OK so far, bumping up to 30 is fine. Even 35 might be doable after a while.
If you're no longer in your first year, what are you waiting for?
Yes, I'm a freshman. My coach says that I should be more focused on the quality of my works than the volume, but that I can go to 35-40 next year.

it is important to focus on doing quality workouts and not just mileage. 25-30 mpw as a freshman is fine. I suppose it is a safe route to avoid injury. You should do 5-10 more mpw per year as you progress.
Fr 25-30
So - 35-40
Jr - 45-50
Sr - 50-60
These are all rough estimates, work with your coach to figure out what works for you, though if he plans to keep you around 25-30 for the rest of your career.... you should really try to convince him to look more into developing a plan for more mileage
