If I'm averaging 90 mpw but did a big weak where I ran 110, so I base my taper reduction off the 90 or the 110?
I would think the average of the last 6 weeks or so before taper rather than the peak.

Somewhere in between. We could give more advice if you give a longer history, e.g. the last 6 weeks of training before your 3 week taper.
My last 6 weeks have been 100, 75, 100, 108, 90, and 60. Each week including 2 quality sessions and strides 2x a week.

I assume you're the same guy asking about breaking 3 over in Chicago?
For you, I think something like 80, 60, 35 (not including the race) should work.
