You mention Kiprop, and similarly we've talked about Baumann. Convicted doper doesn't mean their best performance was dirty. Kiprop ran his best time in 2015, while the Fancy Bears leak was 2016, and the doping conviction was 2017 -- two years when he was running slower times.
Ha, the Fancy Bears leak on one page says "passport suspicious, more data required" it also says last ABP test 9 Feb 2016. The passport system is a trend analysis, less than 7 months prior to this he ran his fastest time, 3:26, less six months earlier he was toying with the field in the world championships 1500m final. We know thanks, to a Letsrun reporter, that 3 months after this suspicious reading Kiprop was running near world 1500m/mile pace at altitude in Kenya in a 1200m time trial, moments later he did some sprint reps:
"So the full workout was as follows:
1200: 2:47
7:00 rest
4 x 400 (:50 rest): 54, 53, 54, 54
7:00 rest
4 x 200 (:50 rest): 23, 23, 23, 23
In short, it was insane. "
