Wasn't it certified? Had a quick look and many of the strava distances show up as between 21.01 and 21.05 km. It's more usual for strava to show courses as long, 21.2 to 21.5 km for a half marathon. 800 or 80 meters short?

Yes, and GPS watches more often than not show courses as longer than they actually are. For example click on the strava link in a runner's profile for their marathon best time and most show a marathon distance of more than 26.2 miles. It's unusual for this half marathon to be showing under 13.1 miles. Just after an answer, was it 800 meters short or 80 metres short from the poster who mentioned it being a short course?

The guy saying it was 800 meters short is a FOS troll. However, you're right that GPS tends to show long (about 1% in my experience). The race is certified, but that doesn't guarantee it's correct on the day. If a record (even an age group record) is broken the course is re-measured and sometimes certified courses are found to be short.
