In 5-6 years all of them have the chance at being top 5-10. It starts with the right coach and that's what most of them don't have nor will they get.
Not just elite teams, but even good teams probably won’t take you. Just find a school that meets your criteria. You can go to a mid-major or a good D3 school.
Notre Dame is on the rise from a talent point of view. But, it's very hard to get into ND, so I don't know if that's going to help you.
Sub 418 for a junior is pretty good. If you have a great XC season, you should get some interest from some D1 programs.
What state do you live in? Are you a good student? Can your parents afford to send you to a private school?
The answers to those questions would drive recommendations. If you're a great student in VA, for example, I'd look at UVA. If you're not a great student in OH, I'd look at Akron, etc. If your parents are loaded and you're great student, maybe an Ivy like Penn or Princeton.

Never going to happen. Look at past results and you’ll see the same schools at the top year after year. Their renewed successes aren’t just from good coaching or recruiting, it’s the whole culture of the school and athletic department.
