Lance's scandal was way bigger than the Ben Johnson situation. Ben Johnson was a nobody. Lance was a movement who ruthlessly hounded those who doubted him.
Ben Johnson is the first big doping scandal I was ever aware of. I know there were rumors at allegations in 1976 (I was pretty young) towards the GDR and Russians, but nothing was proven until decades later.
I think Ben Johnson was a watershed moment. I highly recommend the ESPN 30for30 piece on that race.
Then you had Festina in 1998 that was big but probably only if you were in the cycling world or involved in Olympic sports. I doubt your average US sports fan knew much about it. (The internet was also pretty young then).
But Lance was huge because he was huge. He came back from cancer that could have killed him. It is a great story. (And to some extent still is). Also since he is an American the story carried a lot more weight in the US. If he had been Jan Ullrich few in the US would have cared. (Jan certainly had his issues).
I was say Lance is bigger, but Ben Johnson was pretty big.
