In the opinion of a coach of another sport, who's around nationally ranked middle school kids, there's no question kids are taking PEDs. The question "is that cheating," depends upon the rules, and from what I can tell, that's a state by state determination. Is it "wrong" is another thing. Is an IV with electrolytes cheating? Probably not. Wrong? Also probably not. Is a testosterone patch cheating and wrong? Yes and yes.
I'm presuming that for NXR and NXN there's some wording about PED but no one's peeing in cups or getting blood tests.
In my opinion, if the thing is banned for NCAA or at the international level, it should be banned at the high school and below level.
There's lots of talk of training for college putting pressure on HS kids (and over zealous parents and coaches), and it'd be, sadly, foolhardy to expect a level playing field at the HS level (see Connecticut female track records).
