I think I know what you mean. I use thick rubber bands and run thru a set of stretching exercises for the same purpose.

If your legs are to relaxed, doesent have enough "tention" you usually dosent run well. as it understanable?

This is a joke right?
While you all laugh, this is physiologically correct. But i dont know of hill reps correcting the problem. I would worry more about dead legs if you are not doing them very often and then decide to do them the day before your race. If its something you usually do the day before workouts, then go for it. I would try experimenting with a workout first.
Could you elaborate about the physiology involved? This might be a basic concept but I've never heard anything about "tension" before.
