They still could add more covered seating. It's clear they don't have a design finalized yet and only are pumping out renderings.
Meanwhile, the clock is ticking and Worlds is less than 3 years away. How long does it take to build a stadium? I wouldn't be surprised if a raised track in Autzen ends being the final solution.

If the pic is the "normal" stadium configuration that will seat 12,500 then maybe it will be OK regular (non world champ) meets. However, if this is the case and given the pictures where do you put the other 17,500 people? The pics have 80% with what appears to be permanent seating (the exception being the north end). This would leave the north end available for temporary seats to be added but how can you fit 17,500 seats in that area, particularly when it looks like they have some permanent seats close to the track.
I don't know who it is or why but no one wants to provide the math and layout for how this all will look with 12,500 seats and 30,000 seats. Why not? The ship has sailed in terms of demolition and the concept/general design of the new track.
That's because I don't think they actually know the answer to these questions. All they have are about a half dozen renderings. Architectural plans, engineering plans, etc., where are those?
I look at some 10,000 or so capacity stadiums in my area, and Hayward Field in these renderings looks like 15,000 to 20,000. These renderings look like somewhere between 12,500 and 30,000. If that is a 12,500 rendering, a 30,000 temporary expansion would look ridiculous.
And not having covered seats for the whole permanent stadium is just plain stupid.

While the local government of Eugene has been extremely inviting to the trash you speak of, I have not witnessed any of the activities you mentioned around the stadium in the past. They all seem to coagulate around the river and surrounding recreational trails and wooded areas. Go get them please.
