Is it Hungary? If that's the case, then it's misleading as Hungary is twice as big as Croatia now but may not have been 50 years ago.

Uruguay. But I bet Croatia is the smallest in terms of fraction of the world's population at the time, certainly as a fraction of the football playing world.

They repeated that Uruguay was the smallest almost as many times as they repeated that Croatia is the second smallest. I honestly don't know how you managed to hear the stat about Croatia without hearing the one about Uruguay.
It's interesting to note that since Yugoslavia broke up , the independent states have performed much better as footballing nations than Yugoslavia ever did. Croatia has qualified for all or nearly all the major tournaments since it became independent.
Croatia was also 3rd in the table of Olympic gold medals won per population number in Rio, second behind Jamaica and the Bahamas, so top if you discounted doped up sprinters.
They also had the 'baddest man on the planet', the UFC heavyweight champion until 4 days ago, and he (Stipe Miocic) only lost because his opponent eye poked him deliberately.
Croatians, and the Balkans and Hungarians in general, are pretty much the baddest asses on the planet. They were the human bulwark against Turkish expansion into Europe for hundreds of years. Natural selection.

I've been to Croatia a couple of times. It's a nice country with good people and beautiful women. Zagreb nightlife is nice, Dubrovnik is home to like half the worlds ship captains, Plitvicka Jezera is one of the loveliest places on Earth if you can deal with the hordes of people visiting.

What's more Uruguay has won twice.
Uruguay if we're going by population- 3.4 million now vs 4.2 million for Croatia now. Looking at Wikipedia's article on the demographics of Hungary, they were between 8 and 9 million when they made the final in 1938.
Though if they mean in the sense of area, Croatia is still second- Uruguay is larger by area (68K sq miles, vs 22K for Croatia) but the Netherlands is only 16 K sq miles.

Also, so many weird tensions in that area I don't think we can understand. Shaqiri and Xhaka on Switzerland are both Albanians, shaqiri being from kosovo, and made some sort of symbol after beating the Serbians that got them in trouble.

Iceland is by far the smallest. Panama is about the same as Croatia.
