Also, I am thinking the force produced by that little fan is negligible.

Of course it does. A small fan is negligible. Put a jet turbine in front of you and you’ll be thrown through the back wall.

Think of it this way. If you had a REALLY BIG treadmill and a JUMBO jet, a small fan wouldn't be enough for the plane to take off.

Stop running on a moving treadmill and see what happens
Step 1) Get generator and place on a flatbed.
Step 2) Place treadmill on flatbed and plug into said generator.
Step 3) Get on treadmill and run at 8 mph
Step 4) Have semi truck pull said flatbed at 8 mph
Step 5) Profit! No need for a puny fan and you get the appropriate workout.
Bonus) For added resistance, have driver speed to 50 mph. Great workout! For a leg turnover workout, turn the treadmill around OR have the driver go in reverse. Double Profit!
