I see what you are saying and would have modest expectations for her but my main thought on this is, "You don't go over to to Europe to run a pro race to run 9:30. That make no sense."
So I put 9:15 as the cutoff as 44 collegiate women broke 9:15 this year indoors (only 10 broke 9:00).
A 9:30 is equivalent to roughly 16:30 for 5k.
