I have both. Here are some of the differences:
-Streak is a bit lighter
-Streak has a more breathable mesh upper. 1400 upper is a bit more structured.
-1400 has a more structured heel counter, but doesn't put much pressure on the achilles at all (which I love but some may experience heel slip with this shoe).
-1400 is 10mm heel drop, streak is 8mm.
-New balance feels softer/smoother to run in. NB midsole material is a little softer, and the rubber patterns on the outsole also make the shoe feel a bit less harsh. Probably a little less responsive than the streak though. There are plastic shanks in both shoes in the midsole.
-Streak is narrower in the mid foot, and less stable because of this.
-Streak toe box is a bit squarer. New balance toe box tapers off a bit quicker but both shoes are medium width for racing flats.

I forgot to recommend a shoe. Both are really good flats IMO. I would pick the NB every time because the streak feels a bit harsh on the roads to me and the heel counter in the streak presses against my achilles insertion. I like softer racing flats because I have high arches and don't really pronate (ie not much shock absorption), but you may prefer the more responsive shoe in the streak.
I prefer the NB. Loads of people love the streak though so it's obviously very subjective.
Don't expect much durability with the streak. They are racers and can expect to get about 150 miles out of them before the upper tears.
