If you desire speed endurance, this is fine. If you want it to be strength oriented, cut the rest in half and slow the pace by 5-10s or so. You could also do 70s run and 90s recovery. A continuous run, a farther with uptempo recovery.
it depends on your pb on 5k, the work can be a time-based fartlek workout.
It can be a workout of Lactic resitance over the VO2max, it can be an aerobic power training between anaerobic threshold and vo2max or a workout between aerobic and anaerobic threshold, but in this case recovery is faster.
Frank Horwill would have said you are not adapting to 5k training with that kind of rest.
