I feel like I have plateaued in my running and am not where I could be. Do you have any advice for me to get sub 17 and start doing better as a runner?

Its kind of hard to give advice, but I can try lol. Definitely just make sure you listen to your coaches (if their training plan is sounds). Don't do too much too early. Focus on the small things. Honestly I know it's cliche, but it's so true, making sure you get your 8-9 hours of sleep (10 if you can on weekends), eating healthier (still have junk food, but be sure to get good proteins, good carbs and vitamins, etc). Making sure your body is always getting recovery is huge and helps you feel fresh in the later stages of the season... Also, lifting helps.
What kind of mileage have you done in the past and for how many years? Could you give me like a general run down of the last couple years for you (that seasons bests in XC and track and the mpw you did). It would definitely help me have a better idea on specific advice to give.
I have PRs of 18:20 in 5k cross country and 11:00 in 2 mile track.
My track pr was no better than last year.
I do not have coaches because the school I compete with is one hour away and I train on my own. It is not a good team as the fastest runner runs a pr of 23 minutes in the 5k.
I did about 40 mpw last summer. All easy pretty much. I don't think that helped me.

Summer of Malmo until a month into your season. Progressively make the workouts harder to that point. Once there, incorporate some more complicated interval schemes and harder workouts.

So do you mean we should start doing harder workouts in July (such as 5x1000m at 5k pace) rather than the typical 16-24 by 150m-300m that malmo says to do?
I would definitely bump your mileage up to around 55-60 mpw.. do this slowly and safely,. Don't jump right into it. As Kid from PA said, summer of malmo works too. Have you done any kind of workouts or was all the training easy miles?
