Colombia received a red card for a blatant hand ball in front of their goal in the first three minutes. Japan earned a penalty shot (and scored), which i completely understand, but a red card to okay a man down the next 90 minutes? Is this common?

Yes, that is the price you pay for being a fool. Guys have been sent off in the first minute. The coach must have been livid.
That was very dumb. The coach might be OK with that tactic in the 87th minute - convert a certain goal into a PK and get red carded but then you only leave your team undermanned for a few minutes... but not in the 6th minute. No, just accept the goal, and use all 11 men to get back in the game over the following 84+ minutes... a much better trade. That was the wrong time for that move.
