Those people can obtain and use their own property.
Dogs are not banned in general..they are banned when is 115 out and morons walk or run them until they die.. several dogs (and people) died hiking the trails around PHX the last couple of years. The dogs that don't die get horrible burns in their feet...
if it's on a ballot initiative, that implies it hasn't:
a) been signed into law yet
b) therefore is not enforced yet
c) and most likely has an enforcement date nearly 12 months into the future, assuming (a) occurs
