The main difference being, of course, that Russia didn't actually do the things alleged against them.
Or maybe WADA's like the FBI, and they get you to lie and "admit" you did something, and then they turn around and claim you perjured.
Anyway, Norway's doping programme (somewhat "legal" due to manipulation) is much more "systemic" than Russia could ever dream of, with even the so-called medical experts being professors from their kin.
I doubt Russians are any more supsceptible to this than any other nation. It sounds similar to the US Cycling scandal... a doping culture prevails. I highly doubt this was institutional besides the corrupt head of the Russian anti-doping agency who fed into the culture.

I think most would not be shocked if the two best distance runners of all time that ran their best times when testing was far behind the dopers in fact turned out to be cheats.

Why is this news? We all knew this years ago, and by that I mean 40 years ago. And, we all knew it never stopped. We all know that most pro cyclists dope. We all know many pro athletes in the NFL do some sort of performance enhancements. We all know there are people doing this , right here, in this country, in our sport of distance running.

You cannot be serious. They broke into a doping control room and switched all their samples. They doped every single one of their athletes and tested them in advance of competitions to make sure they didn't test positive. They have been doing this since the 1960s.

It is really weird that the Russians can now be ranked above Farah and Radcliffe in the moral rankings as they have sort of confessed and taken some punishment. The other dopers have gotten away with their crimes and nothing has been done about it making them morally inferior so to speak. The world of track and field is just really weird. Paradoxically, it would be less weird if the IAAF just legalized doping.
