That way they do not have to face you and risk being called names if you turn them down. I saw a guy in a bar ask a girl for her number. She said no and then he starts yelling at her and calling her names.
It is easier to just give the number and then block the number or... A female friend in college would give her number as the non-emergency police department number. No telling how many guys called the police department looking for "Tammy".
