So I was going to run 4 x 400 with 400 jog recovery. The first 2 at 3200 pace, the next one at 1600 pace, and the last one at 800 pace. I'll do this 4 days before the big meet. Is this a good workout? If not, what should I do?

Impossible workout. I tried 4 w/ 4 min recovery and didn't even get through #3. I made it 300 meters. I could only get to 200 on the last one.
