A grant is need based and a scholarship is merit based. Basically, a grant is given by the government and a scholarship is given by a school or organization.
They decided to not give you a scholarship because scholars don't use words like althletic!!

Federal grants are given by the government. Colleges are free to disperse their own funds under "grants" to defray costs of tuition. They just aren't called athletic scholarships.
