Because, family-man Rupp was not staying in Boston and then hopping over to London in a few days--something Hasay may well do. Salazar didn't have a workable alternative plan for Rupp. Salazar will let Hasay go to London without him tagging along. But with Rupp, Salazar will travel back to Oregon with him and run him a bunch of tests--the protégée must be rebuilt for the next run.
