Wow, that was longer than I expected haha. But i was committed...
FYI, the ranking 1-8 questions were clunky. I think they should be changed to rank each one on a scale of 1-8 regardless of the ranking of each spec.

I took the survey... it OK.
I have multiple running jackets, but my favorite is my Brooks jacket. It's thin, light, and water repellent. I wear that during the warmer months with just a T shirt or just to use it as a UV blocker.
All the jackets I've used have been either useless, or have had too many drawbacks. Or maybe my expectations are just too high. I bought the Rab Windveil pull-on, which was touted by outdoorgearlab as one of the most breathable jackets they had tested. I was still learning about fabrics at the time, and man did I make a mistake. The jacket is extremely light and packable, but the weave is obviously tight so as to block wind and repel a bit of rain. It becomes a sauna with anything more than a moderate jog. Well, at least it allows me to be clammy and hot rather than sweaty and frozen.

It's impossible to get it right for people who sweat more than normal - like me. I ran a half in a waterproof jacket and was still wet through with sweat...
No option for someone who uses different kinds of jacket. I dress differently for light drizzle than for sideways freezing rain, or snow.
I would wear a different jacket running in a city park than in the mountains.
Some races also have mandatory equipment requirements which influences decision making.
