the 11 line is usually for the last 2 teams that get at large bids........so they "play in"
I think they don't want to eliminate four conference champions before the tourney. A little bone for the small-time programs.
When they added the four additional teams into the tournament they needed to add the extra round to allow them to play in to the tournament. Those 4 additional teams are at-large teams that would not have been accepted into the tournament if the field was limited to 64 teams.
Adding 4 teams requires 8 teams to play 4 games in the "first four" round. So they have the "last four" at large teams play two of the games (normally to become a pair of 11 seeds) and they also have 4 of the worst automatic teams play to become a pair of 16 seeds.
