False. I know it's hard to lead races but for years, I've ripped 1500 guys for thinking they all can kick. It's something we've always complained out. And if he doesn't want to lead, just take it out in 58 and see what happens. If no one else keeps it going, just back off and race. A 58 first lap isn't going to hurt anyone. The only hard part about front running is the middle portion of a race.
I criticize all groups equally on tactics. We've consistently done it and jonathan gault in Birmingham has just finished the 1500 recap. He called me and said, "I hope you don't think I was too harsh on Engels but I think that was really risky."

Go back and read any recap of any prelim we've ever done. We ripped Wilson in the 2016 Olympic semifinals when she chose not to push the pace even though Margaret Wambui and Francine Niyonsaba were in the heat.
This decision wasn't as bad. None of the Engels decisions are outright horrific this year - I see the logic behind them all but I'd just have done something slightly different in each case (made sure I went with the rabbit in NY, not chased it in Camel City unless it was a pure 1500, and run the first 400 in 58 here).
