The other three were all disqualified under IAAF Rule 163.3(a), which reads:
"In all races run in lanes, each athlete shall keep within his allocated lane from start to finish. This shall also apply to any
portion of a race run in lanes."
The 400 is run with a two-turn stagger at World Indoors -- the first two turns in lanes, after which everyone cuts in -- so it seems as if all four guys cut in early.

A guy on the messageboard nailed it. They need to have a new rule. I know the false start rule is there to save time but the new rule should be you keep it in - No false starts. But if you do false start, you are just moved back 1 meter. That way , if a star like Usain Bolt or the #1 seed in the 400 does it out of jitters in an early heat like this, they aren't eliminated. They are good enough to still qualify from 401 meters or 101 meters, etc.
If they false start a 2nd time, they are gone.
I HATE how the qualifying is first 4 and then next 4. If you are trying to get the best 12 guys (maybe they want to make the heats more entertaining), then it should be top 5 and 2 or maybe just top 6.

4 time qualifiers is way too many. 2nd heat runner have huge advantage since they know all they need to do is finish in top 8 and run under 7:45 to qualify.
