For example, we know that serial killers and mass shooters often get their start by abusing animals. If we just allow a life sentence as a penalty for animal abuse, we have the opportunity to lock up a whole bunch of psychopaths for good before they've started killing people.
I just read up a bit more on Cruz, and I see that this is the case with him as well. He had a history of trying to kill neighborhood pets.
Seriously, just put animal abusers in prison and the most likely school shooters and serial killers will be out of society.

The above idea coupled with armed police at all schools, improved security measures at schools, additional resources for mental health counseling / facilities, improved background checks with a significant emphasis on mental health screening before all gun purchases, limiting gun sales to licensed dealers that require the aforementioned background check / mental health screen (i.e. making private firearm sales by a non-licensed dealer a felony) , increasing the age for people allowed to buy a firearm, making it a felony with mandatory jail time for family members / friends who are the source (regardless of whether they are a willing source or simply negligent in their secure storage) of firearms in a shooting incident, AND a ban on all semiautomatic weapons would help mitigate the problem.
As the title of the thread accurately states NOTHING we do will ENTIRELY eliminate shootings, we can only mitigate the problem. People who think shootings can be eliminated or argue against measures aimed at reducing shootings because they say a particular measure isn’t “100% effective at stopping all shootings” are mental midgets incapable of critical thinking.
