Capable of doing it if they were not fat/disabled and did proper training for it? 1 billion people at least
Actual number of people that can do it: few million maybe?
0.25% (or less)

You think there's a few million people currently able to break 60 seconds for a quarter today if they had to?
No way. That's just way too many people. Maybe if they trained.
Heck I was an All-American XC runner, and I couldn't even break 60 when I tried. I know I'm in the minority of having zero fast-twitch, but those millions still couldn't do it without some training first.

Yeah agreed. I was no All-American, but I couldn't get much under 60 even when I was in sub-15 5k shape. Without training, most people are not going to have the fitness to do it.
the world is running out of people who even know what a quarter mile is.
400 meters, probably around half a million, though you'd be surprised how fast untrained people can be in some countries, like Japan.
I went to a predominantly black high school in south florida
I don't think there was a single black person who came out for the track team that didn't run sub-60 in their first race or relay leg
I understand that the ones on the track team have self-selected
But I wouldn't feel bad guessing that 10% of the black american population aged 15-25 could do it

Probably. Because many or most have played other sports their whole lives.
But even so, that is a tiny fraction of Americans, let alone the global population. Anyone over 40 or 23 or so BMI has absolutely no chance. Anyone undernourished has no chance. Anyone under 12 has absolutely no chance. 99 percent of women have no chance. You're looking at a pretty small percentage that are even in the conversation. Almost all of these people could not break 60 if they had to do it today. Some could after a few months of training.
The number ends up well under 1 percent. Maybe 5-10 million at most.

I wasn't an All-American, nor even ran cross country or track in college. My roommate at the time who ran/wrestled in HS and didn't do much else the next 3 years raced me in a 400. We both went Sub-60. I'm willing to bet there's a lot more people out there than you think that can do it.

I can still run under a minute and I’m over 50. I have a nephew who’s not a runner and he can run under 60- he’s 16. There are probably a bunch of runners on the track/cross country team at his high school that are faster than him. So, there are probably a lot of young people that can do it if they trained for it.... though having said that I do know older runners (over 40) that can and have done it but not many.

You are a complete nut-job if you think that there are not 1 million in the world who can break 1 minute. There are likely 3+ million soccer players alone who could do it, let alone all the football/basketball/tennis players. Plus, there are enough people who are just likely either fit OR talented enough. This isn't to mention the 10 thousand high schoolers who break it every week in track.
Just because you have zero quick twitch muscles doesn't mean the rest of the world does. I had a 19:20 5k from XC my freshman year and I was able to do a 55 easy my first try. Stop comparing your lack of talent to everyone else—you are probably well, well below the curve.
I'm 41 and while training for a half marathon I jumped in a 400m race at my local track and banged out a 56 having never trained for it.
Lol @ the runner saying anyone over 23 bmi has no chance. I know people with 30+ bmi that can do it.
This is all true.
The problem is that no one on this board has any perspective because they are all weak, slow twitch distance runners. "Everyone healthy can run sub 5 with minimal training, duh." Yet not even a million can break 60 in a quarter? Yeah right.
I don't know maybe like 60?

23+ BMI. 6'4" 191. I can crank a 59 any day of the week. I don't train for it.
LeBron James probably has a BMI of 30. He can def run a sub 60. BMI is as usual, irrelevant.
Sub 60 takes ZERO talent. Excluding babies and others with disabilities, I'd say 80-90% of the population could at any given moment.

6'8" 250 ... 27.5
123456.7, approximately.
