I say no, but my view isn't binding.
The formulas used for track and altitude conversions have not be consistent over the years.
As a result, I think it is completely OK to use conversions for NCAA qualifying as long as there is some research to back the formulas up.
There are many schools that use altitude and and track conversions for records. I was an altitude athlete in college, and I feel that is very wrong. Conversions of any sort should never be used in school top 10 lists, or for records.
